Holland High Tech fulfils the role as catalyst and connector, supporting urgent transitions and connecting various parties in the ecosystem. Our activities contribute to the development of knowledge and innovations, the development of (international) value propositions and control points. State of affairs

The strong unity in our high-tech and materials sector (HTSM sector) makes it unique. We have a strong ecosystem for innovation and development in which we work well together. Another unique characteristic is our diversity: in expertise, organisations, research & development facilities and financing instruments. The depth and width of the sector is well represented in the fifteen innovation roadmaps and in the coordinating role that we have as Holland High Tech for the Knowledge and Innovation Agendas (KIA) Key Enabling Technologies and Security. The application of technologies and innovation that our sector develops are to be found in all sorts of sectors. So it is not for nothing that our sector cooperates cross-sectoral, in and for other sectors. The various parties, roadmaps and KIAs meet in this approach to societal challenges and urgent transitions for the Netherlands.

According to the TNO report, 'The value of the industry', the HTSM sector’s ecosystem has a valuable mix of multinationals, medium sized and small businesses (SME), start-ups and scale-ups, knowledge and research institutes. The strong mutual connections ensure that the ecosystem offers a unique value proposition in the global value chains. The strong focus on development of knowledge and innovations is also a characteristic for the sector. Knowledge institutes, research institutes and multinationals often lead in these situations.

In the HTSM sector’s ecosystem we, as Holland High Tech, are a catalyst and connector. We take our lead from the urgent transitions; so also the impact the sector can have through its innovations, both economic and societal. Our activities contribute to the development of knowledge and innovations, the development of (international) value propositions and control points. We support activities that contribute to the Human Capital Agenda and the development within SMEs.

More than ever, we are working on and in an ecosystem with other sectors in which we collaborate on innovations for specific application areas.

Our sector can make an important contribution to the transitions for our own and other sectors. To this end, as a sector we strengthen the connection with other sectors. More than ever, we are working on and in an ecosystem with other sectors in which we collaborate on innovations for specific application areas. With the National Growth Fund, the central government is investing €20 billion in projects that ensure long-term economic growth. We see that various high-tech initiatives have been honored within the National Growth Fund. In this way, the fund provides an impetus to R&D activities in the sector.

Current investments are already providing an enormous boost to R&D and valorization. This deserves follow-up, even after 2027 when investments from the National Growth Fund will decline. For example, financing support for research and innovation is constantly changing and with Holland High Tech we are always looking for how we can add the most value to the sector and to the transitions.

Ambition

Things are going well with and in the HTSM sector and the ecosystem for innovation and research. To remain successful, to grow nationally and internationally and to deliver the necessary contributions to the urgent transitions, reinforcement and broadening of the ecosystem is imperative.

Holland High Tech is the partner for forging connections, for uncovering information about research and innovation and to boost and support these in our sector. Jointly we create a supported focus and platform for research, innovation, valorisation and market creation. We invest in research and development, harmonised with the requirements of the sector and government ambitions (the transitions and the National Technology Strategy). We harmonise this with the current initiatives, such as projects from the Nationaal Groeifonds (National Growth Fund) and European activities.

 

We share knowledge proactively and forge connections within our sector and beyond to boost research, accelerate innovation and draw attention to the opportunities and possibilities for private parties to participate in them. We focus here especially on expanding involvement of SMEs in research and innovation. We attach great value to healthy cooperation between the provinces and the ROMs. This forges even stronger bonds with the high-tech sector. Knowledge, financing and innovation issues are better equipped to navigate. Within this scope, parties in and outside the sector mutually harmonise knowledge development and knowledge is shared proactively.

Action points

Collaboration and connection

Through cooperation, we strengthen the bonds within our ecosystem and expand the innovative capacity and development. This is why we support regional and national events and platforms. These are platforms where public and private parties and knowledge institutes work together in research and innovation development for the transitions concerning energy, circularity and digitalisation and the development of key enabling technologies.

Sharing knowledge

We share available knowledge and information that is of importance for the development and economic and societal impact for our sector. This includes information, best practices and experience concerning transitions, human capital and financing possibilities. Or it can concern information and best practices for assisting start-ups, scale-ups and SMEs in realising an innovation issue and wish. We share this all proactively. We support initiatives that contribute to the dissemination of knowledge. This is how we plan to expand and connect our sector.

Our sector develops a whole range of innovations. The application takes place both within and beyond our sector. This also involves a behavioural component. To ensure the successful development, acceptance and application of innovations, we focus on strong connections with other research areas, universities of applied sciences and SMEs.

 

Strategic programming

We stimulate knowledge institutes and companies to focus on the transitions and the National Technology Strategy by programming strategically with the PPS Innovation Scheme. This allows us to develop coalitions in knowledge, technology and innovation development that contribute to the transitions.

SME

We want more involvement from SME companies in research and valorisation. Which is why we are expanding the possibilities for them to participate in public-private research. It is important here that the trail blazers among the SMEs actively participate in the development of roadmaps and strategic programmes, so that the SMEs of the future can be more intensively involved in research and innovation projects. In addition, we support the SMEs through advising them through our network regarding development and financing opportunities and we provide grants annually for organising Network Activities for establishing networks and the dissemination of knowledge. We also deploy Innovation Brokers to support SME companies in their next innovation step. In the coming years, we will continue to develop new activities to involve SMEs even more in consultation with our industry partners.
