The new CS4NL programme is a continuation of the Breedgedragen Cyber Security Programme. The program will work according to the '10-7-2' method: an ecosystem of 10 top sectors along 7 demand-driven theme lines and 2 programming flows. The estimated budget is from 27 to 44 million euros spread over five years. The programme focusses on cybersecurity issues arising from major societal challenges. The aim is not only to strengthen the resilience of Dutch organizations, but also to improve the competitive position of the companies involved.
“he overall goal of CS4NL goes beyond simply improving the cyber defences of Dutch organisations: instead, the effect will be a stronger Dutch economy and a more competitive position in the world at large,” explains Topsector ICT’s director Frits Grotenhuis.
“For all these themes, we first investigated the possibilities for drawing on existing expertise and technology. Unfortunately, those proved unavailable: so much expertise and technology is still lacking, and existing concepts can’t be applied to specific transitions at this point. Aim CS4NL
CS4NL focuses on promoting knowledge about cybersecurity and innovation. To this end, supply and demand are bundled on specific issues. Another task is to organize an ecosystem for the entire valorisation chain. New financial resources can also be released from existing innovation instruments.
Seven themes
CS4NL works along an agenda of seven demand-driven themes:
- Security by design
- Secure data-driven work forms
- Secure connectivity
- OT/IT security
- Cyber risk management
- System and supply chain security
- Cyber awareness, expertise and skills
Calls for scientific research will be issued for the seven themes. Twelve cases have already been developed.

CS4NL is an open ecosystem and involves the entire innovation chain: scientific and applied scientific research, cybersecurity companies, the industry that processes cybersecurity applications in products and private and public end users. CS4NL is based on a broad ecosystem that extends to all ten Top Sectors. It also includes the organisations behind them, having been set up with the help of end users such as the Academic Cyber Security Society (ACCSS), the higher professional education sector, the Dutch Research Council, independent research organisation TNO, Cyberveilig Nederland (which promotes cyber awareness in the business community), Regional Development Companies (acting through Innovation Quarter) and the Dutch Ministry of Defence. The Ministries of Economic Affairs and Climate Policy and of Justice and Security are also involved.
