PPP-Innovation scheme
The PPP Innovation Scheme (PPP-I) will replace the PPS grant scheme as of January 1, 2024. PPP-I stimulates public-private partnership programmes and projects in the hightech systems and materials sector that develop innovations that contribute to urgent transitions, use our technology roadmaps and/or to the missions within the Knowledge and Innovation Agendas of the mission-driven innovation policy.
The Ministry of Economic Affairs announced the new PPP Innovation Scheme (PPP-I) in October 2023. This arrangement has two purposes:
- encouraging public-private partnerships (between knowledge institutions and the business community) within the top sectors for research that is socially and economically relevant in the (medium) long term
- strengthen research aimed at the Knowledge and Innovation Agendas (KIAs) and thus contribute to the economically and socially relevant goals of the mission-driven innovation policy
The PPP-I encourages socially and economically relevant research in the medium to long term that is in line with the Knowledge and Innovation Agendas of the mission-driven innovation policy and the top sectors. Consortia of knowledge institutions and companies can participate in one or more PPP projects within one of the strategic programs through Holland High Tech.

Strategic programmes
Strategic programmes have a duration of a few year. In these programmes, research is conducted on a joint topic in the form of public-private partnership projects by a consortium of one or more knowledge institutions, companies and other organizations, with one knowledge institution taking on the role of proposer. The strategic programmes contribute to urgent transitions, develop innovations using one or more technologies from our technology roadmaps and contribute to one or more of the KIAs.
The strategic programme describes the subject and the joint ambition of the consortium involved to achieve concrete projects on the subject in the specified period. Each of the projects in the strategic programme must comply with the PPP Innovation Regulation, as published by the Ministry of Economic Affairs and Climate in October 2023.

The strategic programmes - and the projects in these programmes - focus on:
- stimulating excellent fundamental and industrial research and/or experimental development in the field of high-tech systems and materials in the Netherlands, in order to strengthen the international competitive position of the Netherlands in this field
- the collaboration between knowledge institutions and the business community
And:
- contribute to the urgent transitions we face
- develop innovations using one or more technologies from the technology roadmaps of our sector
- contribute to one or more of the Knowledge and Innovation Agendas of the government's mission-driven innovation policy
Criteria strategic programmes
The strategic programmes - and the projects in these programs - focus on:

Process: from programme to project
In a strategic programme, knowledge institutions ask the TKI board HTSM of Holland High Tech for a budget reservation for several years. After approval, it is up to the applicant (knowledge institution) to timely submit concrete projects within the programme on which the subsidy award will be based.

Criteria & subsidy percentages for projects
Projects have a duration that varies from 1 to (maximum) 6 years. The subsidy percentages used in projects depend on the category of research being carried out. Holland High Tech applies the following maximum subsidy percentages:
- Basic Research: 80%
- Industrial Research: 50%
- Experimental Development: 25%
- Non-economic activities of research organizations: 80%
On top of these percentages, a surcharge can be given for collaboration with SMEs, with a maximum of 10% for Industrial Research and 15% for Experimental Development. The definitions of the research categories can be found here.
Change process
If the plans change unforeseenly during the term of the project, written permission from Holland High Tech is required. The conditions for this are described in the Application form for changes to PPP projects (NL) on this page.
