The rapidly changing world demands greater resilience and technological independence. Geopolitical tensions, war in Europe, and rapid technological developments make it clear that the Netherlands must strengthen its strategic autonomy. To achieve this, the Ministry of Defense is making 35 million euros available for new research programs, funded through the Dutch Research Council (NWO).

According to Jan de Boer, portfolio holder for Defence on the NWO Executive Board, "the Netherlands' research and innovation strength can significantly strengthen our security and contribute to greater strategic autonomy and better protection."

The collaboration between the Ministry of Defence and the NWO is a direct result of the advisory report "Knowledge Offensive for Defence" from the Advisory Council for Science, Technology and Innovation (AWTI). This report calls for closer collaboration between knowledge institutions and the Ministry of Defence to enhance national security.

Innovation as the foundation of a strong Defence

The government has adopted this approach in the Defence Strategy for Industry and Innovation, which focuses on knowledge and innovation. A strong Defence requires a strong industry and a high level of innovation. Investing in research not only delivers security, but also new technologies, civilian applications, and high-quality jobs.

Due to the deteriorating security situation, the defence budget has been increased by €3.4 billion. Part of this will be allocated to research and innovation in five key areas: smart materials, space technology, sensors, intelligent systems, and quantum technology.

New NWO programs launched

The €35 million will be distributed through various NWO programs. For example, the existing High Performance Materials for Defence and Safety program has been expanded by €5 million. In addition, NWO is developing new research programs related to quantum technology and resilience. The first calls for proposals to scientists are expected in early 2026.

Security as a shared task

As NWO, by funding research, we can mobilize the knowledge that makes the Netherlands safer. Our security is not solely a task of Defence—science and innovation also play a crucial role.

With this investment, the Netherlands is taking an important step toward greater strategic autonomy, technological advantage, and a resilient society.
