The HTSM Call “Heterogeneous development solutions for semiconductors & scaling of quantum technologies” is now open for applications. NWO and Holland High Tech invite researchers to form consortia to jointly submit research proposals around the topics of quantum technologies and/or semiconductor technologies.
Quantum and semiconductor technologies are essential key technologies within the central government's National Technology Strategy. To stimulate fundamental and applied research into these technologies, NWO and Holland High Tech have drawn up this Call for proposals. Specifically, the call calls for research into heterogeneous development solutions around chiplets, advanced packaging and associated metrology and/or knowledge development in the field of new, robust production processes, manufacturability and scalability of quantum technologies.
Budget en co-funding
NWO and Holland High Tech together make 11.85 million euro available for research proposals within this call for proposals. Half of this is reserved for proposals around the theme of semiconductors and the other half for quantum-related proposals.
It is mandatory to have two or more co-funders participate in the project. The co-funders must jointly contribute at least 20% of the total budget for the proposal. This can be in cash or in-kind.
Matchmaking
On 2 March 2026, NWO and Holland High Tech are organising a matchmaking meeting for this call. This meeting provides an opportunity for participants to exchange ideas, network and identify any missing expertise. In doing so, the meeting offers opportunities for further cooperation between the parties present. In addition, more information on the application process and Impact approaches will be provided during the matchmaking.
