France is known worldwide for its strong scientific base in optics and photonics, with expertise in fields such as quantum mechanics, ultrafast optics, nanophotonics, and light scattering. This knowledge is also strongly supported by a string of Nobel Prize winners and an innovative business community consisting of large technology companies and SMEs actively developing their own optical solutions. Holland High Tech already collaborates with French knowledge institutions and companies, but according to IJzerman, this sector remains underutilized and relatively unknown in the Netherlands.

France and the Netherlands are strong in different yet complementary areas, from the defense industry to advanced lithography technology, and share the same strategic challenges in the international technology landscape. By joining forces, both countries can increase their technological advantage and strengthen Europe.
