In December 2025, Wouter Leibbrandt took office as a new Programme Council member for the Systems Engineering innovation domain at Holland High Tech. He succeeds Jacco Wesselius. In his new role, Wouter will be strategically, collaboratively, and advisoryly involved in the Systems Engineering ecosystem: the interdisciplinary approach to developing and managing complex systems.
In addition to his role at Holland High Tech, Wouter is Director of Digital Systems at TNO. In this role, he leads research and innovation in Systems Engineering methodologies, with the aim of managing the ever-increasing complexity of large, often highly digitized, physical systems.
From 2016 to 2024, Wouter was director of TNO-ESI. During this period, he played a key role in the establishment of the NXTGEN High-Tech Systems Engineering program. This program has emphatically positioned Systems Engineering as a crucial competency for the Netherlands. Wouter previously held various positions and roles at companies including NXP and Philips.

My interest in and passion for systems thinking and a systematic approach to complexity were sparked during my time at Philips. This passion has never faded. At Holland Tech, I want to ensure that disciplines and projects remain continuously interconnected.
Farewell to Jacco Wesselius
At the same time, we express our deep gratitude to Jacco Wesselius for his valuable contributions in recent years. Under his involvement, a new roadmap for Systems Engineering was developed, with a broad perspective that also encompasses sectors outside the direct high-tech industry. Within the program council, he and other program council members explored the contribution of Systems Engineering across various innovation domains, laying the foundation for further cross-innovation. In addition, Jacco played a key role in establishing the Innovation Council for the Systems Engineering innovation domain, a role Wouter will continue. Holland High Tech is very grateful to Jacco for these important contributions.
