The Rathenau Institute has published the report 'Total investments in science and innovation (TWIN) 2022-2028'. This describes the development of government expenditure for R&D and innovation, based on the 2024 National Budget. This is related to the total R&D expenditure in the Netherlands and a number of reference countries.
The report paints a favorable picture of the development, although the ambition of 3% has not (yet) been achieved. Government expenditure on research and innovation will increase until 2024; However, from 2025 onwards these will decline sharply. Moreover, the consequences of the measures from the spring memorandum and the cuts from the recent outline agreement have not been included in the figures. Increasing pressure on available resources can be expected. It will therefore become even more important to coordinate with government, knowledge institutions and the business community in which areas the Netherlands wants to lead, develop and maintain earning capacity and invest.
